In a medium bowl, combine the tomato soup, ketchup, vinegar, brown sugar, Worcestershire sauce, salt, and garlic powder. Set aside.
In a large skillet, brown ground beef over medium heat until browned. Add celery and onion and cover the pan. Cover and cook an additional 5 minutes. Drain grease.
Return pan to skillet and turn heat to low. Stir in tomato sauce mixture and simmer, stirring frequently, until heated through. Remove from heat.
Slice each dinner roll in half. Top each with a ½-slice of cheddar cheese, and then about 3 Tbsp of filling.
